The Graduate Program Stricto Sensu upon Governance, Technology and Innovation (MGTI), from the Catholic University of Brasília (UCB), is a professional master's degree whose target audience is professionals who want improvement in innovation and management processes in the context of digital transformation.
Technology, knowledge management, strategic management, decision-making, and decision support systems, intelligence, innovation, organizational learning, and governance are studied both in the Federal Public Administration and in the Private Sector. Therefore, the program is an ideal space for professionals from various institutions, for example: professionals from the Federal Audit Court, the Federal Comptroller General, banking institutions, and the Federal Direct Administration.
The Graduate Program Stricto Sensu upon Governance, Technology and Innovation began in 1998 and was updated in 2018, on its 20th anniversary. The update took place in the face of new market demands, becoming the first professional master's degree that covers new trends in Corporate and Public Governance, innovation, and technology as a tool for digital transformation.
The program is offered biweekly at the Taguatinga Campus, with subjects taught by two teachers, thus allowing for greater debate between students and teachers.
The MGTI has a score of 4 by the Coordination for the Improvement of Higher Education Personnel (CAPES) and it is important to note that the master's degree is the only one in the country with these multidisciplinary characteristics that the labor market desires so much.
Area of Concentration: Governance and Technology
The MGTI has a total workload of 480 hours (32 credits).
- Of which 360 hours (24 credits) are dedicated to compulsory subjects and
- 120 hours (8 credits) for optional subjects.
The MGTI is structured in three lines of research: Organizational Knowledge: Intelligence and Strategic Management; Information Technology and Decision Support and Governance and Innovation.

Organizational Knowledge: Intelligence and Strategic Management
In the 21st century, organizations, of an indistinct nature, are exposed to numerous challenges, such as social, economic, technological, environmental and productive challenges that require essential competencies to learn to live with and adapt to radical and systemic changes with a global impact. Public and private agendas begin developing strategies to address issues of significant increase in world population, energy demand, climate change, and other global issues.
However, there are daily, less perceptible challenges that progress and compromise organizational competencies too much. Some of them are established on two fronts: ignorance of decision-making and incompetence in generating knowledge and synergistic solutions. By way of illustration, mention is made of the extraordinary generation of masses of global data, accompanied by incompetence to collect, compare, and discard data, generate information, and analyze it to support the decision. In short, excess input without a sharing and decision-making method hinders learning, sharing, and organizational trust for conscious decision-making.
Therefore, a great scientific, professional, educational and sociocultural opportunity is established in the systemic preparation of research in Organizational Knowledge focused on intelligence, learning, management, and adaptation to changes in the external environments of organizations.
In the Program, one of the strategies for dealing with these challenges is to position yourself as an agent in an environment where changes are promoted by innovations, collective synergistic actions, and continuous learning. In order to guarantee expressive and consistent results in this strategy, the Program chose the following focuses of action:
- Intelligence − its purpose is to predict (prospective thinking) trends, signs, strategic movements, scenarios, and other prospective elements to support the decision-making process of organizations. The intrinsically related areas of knowledge are Foresight, Organizational, Competitive, and Strategic intelligence.
- Strategy − the purpose is to approach organizations, their internal and external environments, decision-making processes, and cognitive and creative systems in order to allow them to learn to live with the changes and adaptations required to innovate. New relationship practices for knowledge generation and innovation are considered, such as knowledge networks whose success has been limited by the absence of competencies in various orders, such as: managing relationships between actors and organizations typically marked by more human values; generation of shared knowledge; synergy and system performance for results; and intellectual property agreements and sharing of results between organizations.
• Management − the basic structure consists of developing an epistemological and methodological formation of how organizations act, permeated by principles of self-organization, synergy in interactions, and systemic thinking.
Information Technology and Decision Support
Currently, knowledge stands out as the main source of competitive advantage and innovation in companies, as well as as a possibility for the transformation of social reality. In this context, theories and concepts have been developed within the scope of Knowledge Management, focusing on the human aspect of the knowledge worker.
The area of Information Technology, considered essential for many organizations, has also been influenced by these theories and concepts; either by directly impacting the conception and design of new technologies that seek to respond to the complex problems of an organization; or, by the very nature of software project activities that are of intense use of knowledge, requiring theoretical approaches to recognize this knowledge as an important asset of software organizations.
This line aims to investigate solutions to problems related to knowledge and its management processes, contributing to a theoretical and practical evolution, from the perspective of technology. In this way, contributions from different knowledge domains are explored: Artificial Intelligence, Image and Signal Processing, Ontologies, Digital Libraries, Web Systems, Collaborative Learning and Work, Software Engineering, Software Quality, and Security.
Governance and Innovation
Corporate Governance is the set of processes, customs, policies, laws, regulations, and institutions that regulate the way in which a company is directed, managed, or controlled. This line of research encompasses the study of the relationships between the various actors involved (stakeholders) and the company's objectives. The main actors are shareholders, senior management, and the board of directors. Other participants in Corporate Governance are employees, suppliers, clients, banks and other creditors, regulatory institutions (such as the CVM and the Central Bank), the environment, and the community in general.
IT Governance, as an integral part of Corporate Governance, is a structure of relationships, controls, and processes that direct the Information Technology area of an organization, in order to add value to the business through balanced risk management with the return of IT investments. For many organizations, the information and technology that support the business represent their most valuable resource. In addition, in a highly competitive and dynamic business environment, excellent managerial skills are required, in which IT must support decision-making in a fast, constant manner and with acceptable costs.
Nowadays, the issue of IT Governance is of great relevance, given the difficulty of organizations in guaranteeing shareholders the return of high investments in Information Technology with adequate risk management. Therefore, there is a need for the Academy to contribute to this debate, offering models and methodologies that provide Governance to the IT area of organizations, through the systematic preparation of research focusing on the aspects of decision-making, control, and management of these issues.

The structure of the UCB innovation laboratories was designed to inspire interdisciplinarity and the construction of significant knowledge for those involved. The space is suitable for research, idea sharing, and debates. The favorable environment motivated by the different activities proposed constitutes a differential that UCB consolidated in this course with 21 years' experience.

Master's degree: It is a stricto sensu graduate course, whose objective is to deepen the education obtained during graduation, granting an academic degree. The course lasts at least one year and, in addition to the preparation of the dissertation or final work, the candidate must study a certain number of subjects related to their area of concentration, as well as undergo partial and general exams.
Doctorate: It is a stricto sensu graduate course that certifies a person's ability to carry out research in a particular area of science. The courses must last at least two years and, in addition to the preparation of the thesis or final work, the candidate must study a certain number of subjects related to their area of concentration, as well as undergo partial and general exams.
As pós-graduações lato sensu compreendem programas de Especialização e incluem os cursos designados como MBA (Master Business Administration). Têm duração mínima de 360 horas. São abertos a candidatos diplomados em cursos superiores e que atendam às exigências das instituições de ensino. As pós-graduações stricto sensu compreendem programas de mestrado e doutorado. São abertos a candidatos diplomados em cursos superiores de graduação. Ao final do curso o aluno obterá grau acadêmico e diploma.
For regular students, fixed installments are charged, with annual adjustment.
